What do Gunpla grades like HG, RG, MG, and PG mean?

Yes. A factory-sealed kit is the most desirable. For an opened or started kit, value depends on whether all the parts, decals, and instructions are still there, so check the photos and condition notes carefully.

They can be. Once a kit goes out of production the supply dries up, and sought-after or rare subjects can climb above their original price, especially when sealed. A started or incomplete kit is worth less, so completeness matters. Comparing current listings is the best way to see what a specific kit is going for.
