SimCity 2000 allows you to construct a city from scratch. Start with a randomly generated plot of land or create your own. Players get to perform all of the basics of building and running a city. Build roads, power plants, a water system, and zone for commercial, residential, and industrial land uses. People (sims) will start to move into your city and make demands as time passes. In order to be successful you must control crime, pollution, and traffic. Go to the budget screen in order to manage your money by enacting city ordinances and setting individual funding for each city resource. Reading the city newspaper will keep you updated on the people's attitude. Keep the people happy, your economy strong, and survive natural disasters on your way to building the ideal city.
